ASCE杰出会员奖得主Vilas博士来我校开展系列讲座[图]

516日至18日,重大基础设施可持续发展国际会议在上海交大徐汇校区圆满结束。此次会议汇集了土木工程领域的许多精英与泰斗。会议结束后,刘西拉教授邀请参与此次会议的Vilas Mujumdar 博士来我校开展系列讲座。

Vilas Mujumdar博士是世界工程组织联合会(WFEO)执行委员、美国国家代表,同时也是美国ASCE杰出会员奖得主。他有35年的NSF和州政府防灾管理工作经验,在工程综合防灾领域有深厚和广泛的影响力。


此次讲授的课程主要是关于土木工程方面的知识,课程主题为 Multi-hazard Vulnerability, Mitigation, Resiliency, Decision-making & Public Policy for Civil Infrastructure,此次系列讲座共有10次课程。

课程在木兰楼A211报告厅展开,参与的人员有来自各专业的师生,人数达30余名。工管所的师生们也积极参与了这次系列讲座,刘西拉教授、林少培教授、宫婷等同学积极参与了这些课程。经过10次精彩的课程讲授,大家都收获颇丰。课堂氛围轻松随和,在场的师生们都积极提问发言,与Vilas博士进行了友好的互动,展现了交大人的风采。

    课程结束时,刘西拉教授也进行了精彩的演讲,并对结构安全性、国家政策等方面发表了自己独特的见解,赢得了热烈的掌声。最后,刘西拉教授代表在座师生,向Vilas博士赠送交大特色礼物,代表了上海交大师生对Vilas博士的感谢与欢迎。

课程内容如下:

Lecture 1 - Introduction to course, various natural hazards, their nature, probabilities of occurrence, impacts on facilities, treatment of natural hazards in codes, and regulations, expected levels of safety, codes as legal instruments

 

Lecture 2 - Vulnerability concepts, vulnerability due to natural hazards, vulnerability, and risk assessment, vulnerability & contextual issues, global considerations, sustainability, resiliency

 

Lecture 3 – Multi-hazard vulnerability concept, qualitative versus quantitative assessment, individual structures, group of structures, facilities, regional impacts, code issues, performance-based assessment

 

Lecture 4 – Critical infrastructure, definition, interdependency, infrastructure as “asset”, lack of data, engineered system, human-environment coupled complex systems, types of component connectivity, component vulnerabilities, system vulnerability

 

Lecture 5 - Critical infrastructure sustainability, reliability, security, functionality, operational issues, jurisdictional issues, large complex system versus specific network, connectivity within and with networks,

 

Lecture 6 – Mitigation versus reaction & response, direct costs, indirect costs, social costs, cost/benefit, usable life of facilities, personal risk acceptance, public risk acceptance, risk transfer

 

Lecture 7 – Public policy, who influences and who makes? Processes, various actors, various levels of public policy, economic and other considerations, cost/benefit or cost effective?, Pareto-optimality, global interconnectedness

 

Lecture 8 – Public policy & resource allocation, capacity building approach, public education, Modeling urban dynamics, application to other hazards such as man-made threats,

 

Lecture 9 - Enforcement and implementation of public policy, instruments, incentives, tax considerations, police authority, impacts locally and globally, measures of effectiveness, changes to public policy

 

Lecture 10 - Decision-making in private sector, central versus distributed, organizational constraints, hierarchical, least cost option, response to regulations, economic costs or investment, liability reduction

 

Lecture 11- Decision-making in public sector, central versus distributed, hierarchical, cost/benefit versus “good for all”, regulatory impact, budgetary constraints, status quo, political considerations and prioritizing, moral hazard,

 

Lecture 12- Wrap-up session, Vulnerability and risk perception reality, risk

Communication, multi-attribute decision analysis, putting it all together considering public policy
