Background：

Mr. Henry is a Pegasus Global Holdings, Inc. Special Consultant with more than 40 years experience in the engineering-construction industry, primarily on water resources and environment projects. He served as a technical contributor, project manager, corporate officer, and general manager. Mr. Henry’s responsibilities included engineering analyses and design, report preparation, plans, specs and cost estimate preparation, construction oversight, expert testimony, organization development, staffing and quality management.

Mr. Henry’s projects have been in 18 states and 4 countries outside the U.S. (see attached Representative Engagement Experience). His water resources projects have dealt with all aspects of surface water hydrology, hydraulic engineering – both pressure systems and open channels, and water rights. These projects have been for hydroelectric power, flood control, flood protection, water supply, water treatment, wastewater treatment, and power plant cooling. His environmental projects have dealt with the clean-up of sites contaminated by hazardous wastes and with the safe handling and disposal of potentially hazardous materials. Examples of this latter type of projects are developing recycling plans for used oil and solvents at U.S. Navy bases worldwide and planning a cogeneration plant to burn paper contaminated with lead to provide building heat and hot water. Mr. Henry performed these projects while with global companies including Bechtel Corporation, Parsons Brinckerhoff, and CH2M Hill, and with the firm he founded, Aqua Resources, Inc. He served as President and Chairman of Aqua Resources. His professional activities also include leadership of major engineering organizations in the United States. In 1987-1988, he served as President of the 4,000 member San Francisco Section of the American Society of Civil Engineers (ASCE). In 2004-2005, Mr. Henry served as President of ASCE, a 140,000 person organization. He also served on the ASCE Board of Direction from 1993 to 1996. In 2006, he served as Chair of the American Association of Engineering Societies whose memberships totals more than 600,000 engineers

Mr. Henry has been active in educating practicing engineers throughout his career. He has created and presented in-house training programs on leadership, management and project management. At the University of California, Berkeley Extension, he oversaw the annual review course for engineers taking their civil engineering licensing exam. This required setting the course content, selecting instructors and evaluating the performances of the faculty and students. He taught the open channel hydraulics and surveying portions of the review course. In addition, he also taught a semester-long course on Surface Water Hydrology through the Berkeley Extension. For the Fall 2007 semester, he was a Visiting Professor in the School of Naval Architecture, Ocean and Civil Engineering at Shanghai (China) Jiao Tong University where he taught project management to graduate engineers and led a graduate seminar series in project risk management.

Over the last 5 years, Mr. Henry has also become a global leader in the efforts to address corruption in the engineering/construction industry. As President of ASCE, he formed their Committee on Global Principles for Professional Conduct (GPPC), the group which developed ASCE’s zero tolerance policy on corruption and which amended the Society’s Code of Ethics to clearly spell out that zero tolerance for bribery, fraud and corruption was the standard for civil engineers. GPPC also reached out to engineering societies around the world and in the U.S. to develop the Engineer’s Charter which has been signed by over 225 engineering leaders from 50 countries. The Charter states, in part:

… we pledge to support the formal adoption of these principles by our professional organizations; build professional and public support for zero tolerance for bribery, fraud and corruption; seek transparency in all dealings with public officials and private owners; and coordinate our efforts with the work of Transparency International, the Partnership Against Corruption Initiative of the World Economic Forum, the World Bank, World Federation of Engineering Organizations(1), FIDIC and other local or global organizations seeking the same goal.

For his work in developing the Engineer’s Charter, Mr. Henry was recognized by Engineering News-Record as one of the Top 25 Newsmakers in the global construction industry in 2005.

Following the Engineer’s Charter, Mr. Henry initiated a program to develop an anti-corruption education and training (ACET) program useful to engineering and construction companies, public agencies, private owners, lenders and colleges and universities where engineering is taught. ACET is a collaborative effort led by a worldwide team of engineers, educators and communicators. The ACET team raised over $650,000 to produce a 42 minute drama – Ethicana – on DVD depicting corruption in the procurement and production of an engineering project. The DVD – to be subtitled in 15 languages - will stimulate classroom discussion, which is where the real learning will take place. The total ACET program will contain the DVD, student materials, trainer materials and a “train the trainer” program. All materials will be available in Q1 2009, and will be sent to about 3,000 organizations and schools around the world free of charge.

Since 2004, Mr. Henry has spoken regularly on the subject of addressing corruption in the engineering/construction industry. He has been invited to address engineers and other professionals on the subject in 45 cities in the United States, Mexico, Panama, Puerto Rico, Brazil, Egypt, China, Taiwan, Korea, India, Austria, England, Italy and Poland. He has been named to the Advisory Council of the Global Infrastructure Anti-Corruption Centre in the U.K., the World Federation of Engineering Organizations’ Anti-Corruption Committee, and the Asian Civil Engineering Coordinating Council’s Anti-Corruption Committee, where he serves as Co-Chair. He remains a Member of GPPC.
